Question: If Dallas Property Values Went Up, Why Do We Need To Raise Property Taxes?

I am still mulling the conundrum Wick brought up over on Frontburner earlier today. I checked the MLS and saw that indeed, property values in the entire MLS area have risen by about 1% from July 2009. Sales, of course, have dropped.
